That's kind of like ansking What's the difference between Windows 95, 98 and Me? In short, with each new release, Mandrake (or any other distribution) attempts to include the latest versions of the linux kernel and various programs they include as part of their distribution. The problem is that sometimes, while old bugs are fixed, new ones are introduced. It just depends on whether the new bugs affect you (for instance I understand there is a bug with certain RAID controllers in 9.0, but since I don't have a RAID controller, it's not a problem). If you want the latest versions of the various desktops and applications, then 9.0 would be the way to go. 8.2 is probably a little more stable (if you apply all the patches to it) than 9.0, but will be more difficult in the long run to keep up to date (as more rpm packagers start compiling and packaging applications for 9.0). Unless there is a real show stopper for you with 9.0, I'd probably recommend installing it.
