The Mandrake xine rpm works fine.  Look for it at www.rpmfind.net  I have ths 
one: xine-0.4.3-1mdk.i586.rpm but there is likely a newer version out now.

A word in defence of MTV (the only non-game software I've paid money 
for in years):

- It was the first half-way decent VCD player for Linux
- It's cheap ($10 when I bought it)
- It handles a lot of kooky formats which most players choke on.

I'm looking for a VCD playing app alternative to xine.

I've been trying to get the xine-ui rpm from sourceforge but the d/l stops
dead at 24kb.

MTV looks nice but it's _nagware_.

Xtheater won't compile on my machine.

Anything left out there for me?

I'm still using 8.0.

There's avifile (only plays AVI files), which you can get at
http://plf.zarb.org/.

IMHO, the best player is mplayer, available at http://www.mplayerhq.hu/.
