What about using something different - like Partition Magic, or even going so far as to use a Win98 boot disk with fdisk on it? If you've setup your Win2k/WinXP to use NTFS, you might find some problems with the management scheme - because if you're using Dynamic Disk on the drive, then that's going to hose it up because NOTHING will resize or partition a Dynamic Disk except for Win2k/WinXP. Maybe fips won't work with ntfs. These days disk partitioning during Mandrake installation should be as safe as fips. Alternatively, try Partition Magic.
