The new logo was designed by Tim Cuthbertson[1]. You can certainly ask
him if he agrees to put his work under some well-known license.
I think we should go for a CC-BY, or a CC-BY-SA. BY makes sense, as it
is a legal requirement in some countries like France for example.

Remains the issue with the first haskell logo design. Maybe just having
a copy of the agreement of the initial autor would do ?

I think we should really clean that up and license as CC NoDerivatives
or similar.
Don’t know if BY makes sense, non-commercial certainly doesn’t.

I'm fairly certain we don't have any official stuff like that.

TL;DR: you certainly can consider the logo as "free", but IMHO it will
be hard to really demonstrate it. The original logo was taken by Eelco
from among Haskell logo-contest non-winners, with author's permission
(though I don't think there's ever been any legally clean
license/permission). Several months ago we were discussing logo changes,
and the work was done mainly by one of the community. Again, I don't
think we were touching such "nitpicks" as licensing.

Good luck on the conference!
