I've had better luck with MX Player, it feels a lot more polished, and the
network streaming works way better. If you reopen a file (or network
stream) you've previously viewed, it'll ask if you want to pick up where
you left off.

This isn't the answer BUT, the Vimeo app for my Android phone seems to work
well, at least for Vimeo videos.

I do android dev by proxy with rhomobile.
it is a ruby framework that lets me write to all major smart phones natively.
I have also been looking at phonegap.
