Windows 10 includes a tar program.  It can be accessed at a command prompt.

WinZip can also handle tar files.

Yes it is, ‘yahoodns.net’.  Perhaps that's what you meant to say.

My first guess is that Verizon doesn't allow sending .zip files to its customers
because miscreants send victims stuff that looks like a zip file, but actually
contains malware of various flavors

If Verizon is lax, renaming the file to ',chart.not-a-zip-at-all' may work.  If 
they
actually introspect the contents you'll have to find a way to obfuscate it.
Using S/MIME or PGP encryption would probably do the trick, but can be a
royal pain to set up if you're not already doing crypto

I'm not the expert, but have you successfully sent .zip files to
this person before on this email address?  I could be that .zip file
attachments are rejected.

Just a thought - though probably not accurate :-(

That ... might be interesting to know what that error message was.
But I am not convinced it was relevant.

Hm, well ... good question.  The key message here seems to be:

The response from the remote server was:
554 Message not allowed - [299]

Which is not very helpful!

Googling that suggests that happens a lot when sending to Yahoo, which
is not your recipient.  I am not sure if this is because the jar file
is flagged as malware, missing SPF records in your DNS (one poster
suggested that) or something else.  I don't think this is anything you
can fix, unless maybe renaming the jar file extension would help.

Second: I copied /home/norm/lib/Jar/chart.jar to /tmp/,chart.zip and attached

This time whatNow accepted an 's'.  But then I got the an error Email, which
