I have also tried the ip address and it isn't even able to get there. I have heard a bit of talk about 'if the manual is updated' or some such like that. I was going to have the manual printed in a book so I have a hardcopy. I have no understanding of what the problem is to know even what to say to the network guys. Could you possibly put forth some hints about possibilities? Is it any coincidence that gnustep.org and contextgarden.net are both unaccessible?
