No. It is not. When someone uses Plain TeX in an engine, he would say Plain
TeX over the engine-name. It seems you know very little about Plain TeX.


that's just a side effect of the engines dafaulting to some plain name 
i.e. tex-plain.fmt, pdftex-pdftex.fmt, luatex-luatex.fmt, etc


so, although luatex can use a plain.fmt format, in practice it would be 
luatex.fmt (now that we have engine subpaths a non-clashing plain.fmt 
would be posible but that's all dependent of the cnf file)


concerning plain itself ... i guess that in most macropackages you can 
use plain-like macros; it would be interesting to know what 
functionality plain offers that macro packages don't provide too; the 
main advantage of plain is that it's small and very stable, but any 
luatex related font code will make plain way bigger, slower and less stable

english book and not arabic

color combinations?


I'd suggest the following book:

Tina Sutton, Bride M Whelan: The Complete Color Harmony. Rockport  
Publishers (2004). ISBN 978-1592530311


After explaining a bit of colour theory it lists (CMYK) swatches of  
various colour combinations organized by purpose and mood. I own the  
book myself and find it an excellent companion for any decision about  
colours. Costs are roughly 20 €.

How do you get the chapter number in front of the chapter heading in the
TOC,
in the following example with \setuphead[chapter][number=no] ?

The bib module core only needs that one word, but if you are
interested you could translate (some of) the small words in

With number=no the current section is no longer written to the  
utility file
and there is no way to get it in the toc. What you can do is to enable  
section

numbering but remove it from the output.
