no, well, you could do macro magic like
\unexpanded\def\mybookmarktitle{\firstofoneargument}
\unexpanded\def\mybookmarktitle{\secondofoneargument}
\title{\mybookmarktitle{Index}{INDEX}}
with the right definition at the right time
