I get exactly the same problem today. I decided to install the latest mswincontext.zip since I hadn't updated for some time. I've never been sure of the update process so I thought this would be the best thing to do. Luckily I still have a an old versine which I installed and worked fine. It's dated 23 september 2005. I have to say I would prefer the most uptodate version with respect to bug fixes etc..
