But the reverse is true (and how I read what the OP wrote).

If NetBIOS-over-TCP is ENABLED, then you have two different potential 
behaviors. Client-server (WINS) and peer-to-peer (broadcast).

  NetBIOS-over-TCP is a transport for NetBIOS.  WINS is a naming
service for NetBIOS-over-TCP.  If you have NetBIOS-over-TCP then you
*want* WINS.  If you *disable* NetBIOS-over-TCP then you can get rid
of WINS.

  In the Microsoft Windows implementation, I'm not sure configuring
WINS on a client even does anything if NetBIOS-over-TCP is disabled.

WINS is a distributed multi-master protocol - similar to DNS, but not 
hierarchical in nature.

I'm sure there are quite a number of us here that remember "before Microsoft 
'got' the Internet" that the MSFT DNS server and DNS clients were horrible and 
using third party solutions was very common because of it.

It's a good protocol for what it does, but because it isn't hierarchical, it 
stops scaling at some point - especially for intercompany communications, where 
the likelihood of name collisions can be quite high.
