I tried FreeSSHD under Vista 64 (since I don't have 2008 yet) and 
couldn't get it to run.  I wound up setting up OpenSSH under Cygwin and 
it works flawlessly under Vista, so I imagine that it would run fine 
under 2003/2008.

well, you could run something free but good like FileZilla server, so that
it does NOT have access to any Active Directory accounts... you simply have
it set on a separate folder with it's own service/user that ONLY has
permissions to that folder and no where else.  Then create FileZilla logins
as needed with their own permissions.
Serv-U-FTP was also a very good low cost option with similar setup
 
 
or several middle-man transfers like http://www.yousendit.com

Just the SSH module, and it works just fine. They also have a web-based
module that you can do your transfers vis HTTPS also, which was nifty,
but we didn't implement that here. 

 

Use it with the CUTE FTP client, and just too easy to setup and deploy

We use Globalscape's Secure FTP product as well and we have the SSH add-on
for it. No problems at all and we don’t allow regular FTP connections to it,
just SSH.  

I like the automation options as it has an event/rule engine for dealing
with events on the server like uploads, logins, etc.

A good reason for an alternative is that FTP sends password information in 
clear text.  If it's anonymous FTP, and those folders are locked down nice 
and tight, it's not too bad.

I have no specific servers, but look into sftp, which encrypts what it 
sends.  FileZilla and WinSCP among others, are clients.  Here is one thing

Also not that secure, there have been some well documented flaws in SERV-U
Ftp daemon over the years and it's a favorite of the hacking and warez
folks, when they do 0wned your box.
