I'm not sure I would say that the tool from MS locks it down really tight by itself. Russ Cooper of NTBUGTRAQ fame (infamy?) did a critique of the tool and found several things that are lacking. It is a good start, but doesn't do everything. to lock down IIS REALLY tight I wouldn't go that far. I will say that I wouldn't use it for my servers.
