I had this note filed away but I cannot vouch for its success:

Note: Only works if PST has not been compacted!

1) Make a copy of the PST *NB!NB!NB!*
2) Open the copied PST in a hex editor.
3) Fill addresses 0006 - 0012 with 20h
4) Save the corrupted PST.
5) Use SCANPST.exe, to recover the file (c:\Program Files\Common
Files\System\MSMAPI\1033)

Open the recovered PST in Outlook; the deleted items should be back.

You need to corrupt the PST in order to try to recover from it. You will
need a hexadecimal editor though.

Of course the way to avoid this problem is to keep a copy of the PST as a
backup before deleting anything.

If Outlook is getting mail from Exchange, check to see if deleted items
retention is set.  If it is PST, then I do not know.
