I havent done anything with Windows Rights Managment Services but from
my (limited) understanding of the product I think it was designed to
do stuff like this.Here's a short snipt from their page

the information. Organizations can create custom usage policy
templates such as "confidential - read only" that can be applied
directly to the information.

Do a google search on email content filters and I think you will find a
number of different products that will meet your needs.

exchange you might want to check out Ninja from the list sponsor.
You could do this and still allow them to send attachments within the
company just not out and they could also still receive attachments from
the outside or not. Very flexible.

I am located in the Netherlands. We still have a plant in Ft. Collins.

Bob Free also used to work for us I believe.
Didn't know him then, but from the postings on this list I still regret they

to impossible to block without turning off  internet email. Renaming every 
outbound attachment to the only one allowed (whatever.xls) would also be hard 
to stop. Ninja does have the ability with "smart filters" to look inside a file 
with an extension of .xls and tell if it is actually an .xls file and not a 
zipped file renamed.
Your now talking about a level of security that only turning off internet 
emaill would work. I sure hope my users aren't that smart. :)
