I was thinking if you have a system doing email filtering and one to do web 
filtering there are appliances now that combine the two. I am sure IronPorts do 
this now and maybe WebSense too (although I don't know for sure). Might be 
worth considering combining the two if cost is a major factor, although for 
IronPorts I can only speak personally about the (admittedly awesome) email 
filtering side.

WebSense (hw and sw) I find effective but slightly troublesome to initially 
configure.

As part of our migration to exch2010 we also went with the Barracuda spam 
filter. I have had way more issues with it than the web filter. The timing was 
off to consider a combo device.
I will say Barracuda support for either has been great.

I have a couple of whinges about the Barracuda web filtering product
we have (a 410, IIRC)

o- It will not simultaneously do its own logging and syslogging to a
remote host. That kinda sucks because you have to choose between log
correlation and spot monitoring via the fairly reasonable interface
they provide.

o- It seems to lose its mind every few months, requiring a reboot - it
just stops passing ports 80 and 443, or rather it becomes *EXTREMELY*
slow - on the order of minutes to load a page.

The FreeBSD/Squid/Apache box I had running didn't have these problems,
but the manager wanted something with commercial support.

time on your hands than money. Just use crystal reports (or something similar) 
and you can build your own reports off your proxy servers logs on usage

mrtg will give you an idea of traffic load, if your routers support SNMP.

msproxy is great for standard ports http,ftp,https etc and is easy to
implement to the internet explorer users via a NT/95 policy to point them to
the proxy. We have this setup. transparent authentication means the
usernames are logged
If your firewall supports logging (assuming you have a firewall) then this
can be another method to gather accounting information.
Email gateway logs could be another avenue for you
we use firewall logs in combination with email logs and proxy server logs to
internally bill
 
we use mimesweeper www.mimesweeper.com http://www.mimesweeper.com  that is
a competitor to webmarshal. either product is not required for your initial
request as you can use the proxy logs to do data analysis.
 
It is probably better to give us an idea of your network configuration,
routers, firewall , trusts, num. users etc (perhaps offline rather than to
the list bearing in mind the potentially sensitive nature of the
information) and I could at least give you a broad idea of the things to
look at.

Hi All, 
 I administer an NT 4 network accross 3 domains (Sydney, Melbourne 
Brisbane) connected through 2 VPN Tunnels. 
Our internet bill has recently spiked and I want to know why. 
Does anybody know a program I can implement to monitor peoples usage of the
internet, programs accessing and downloading data?
