Thanks a million guys as there was confusion and I could not find any guide
lines on R2.

Yes you are correct the scope can be set to Domain  / forest / Work group.

The work group option made me believe that it would be possible on any
machine and should not be a issue.

Fantastic. I will get it on a dedicated License server as it is a virtual
environment and we can have the following on the license server.

1. Citrix License Server role
2. Remote Desktop Licensing Server
3. Windows 7 KMS Licensing Server.
4. Windows 2008 R2 KMS License Server.

I recently migrated from a Win2k3 TS License server to a Win2k8 R2 RDS
License server. It's on a Member server and  I configured the discovery
scope to "Forest". Everything seems to be working well.
