How large is the volume? Is it Basic, Dynamic, or GPT?

34G, Basic.

Windows x64

 

Is this a physical machine or a Hyper-V VM?

It's a VM.

and start over.

No, there isn't.. but it does not work on any volume other than C:!  I
have 4 other volumes attached.

But, what the heck. It's something to try!

You could try attaching a separate drive, i.e. SATA or external drive, then
try moving it to there and see if it works.  Perhaps it's the way the
volumes were originally created.

Haven't seen that one.  I know this isn't any help but I have changed the page 
file to a different drive on and 08 box via the gui and it worked.

So as you already know, it should work.
