Not an IIS guru at all, but keep in mind there are hundreds of free
services that let people create rss feeds from sites that don't offer rss.
Even static sites.  The feed will not actually come from your site, nor
have your url in it.
So even if you block rss from iis, you'd need to figure out a way to stop
those crawlers from accessing your sites.

content engine to generate an RSS feed--it does not materialize on its
own or as part of IIS's base features.

That said, if you have an IIS server that is already hosting
applications that *do* generate RSS, and wish to break those features,
URL filtering is probably the easiest way.  But some background info
on what problem this is attempting to solve would be really helpful.
