  The IP address won't be the same, but it's not unheard of for a
stolen laptop to show up on the Internet and report in to the
mothership with the same VPN/managed antivirus/whatever that corporate
IT deployed.

  People dealing in stolen laptops are often not computer savvy
(shocking).  So the thieves ignore the contents of the hard drive.
They
just swipe the shinny flat thing and sell it to a fence or pawn shop,
who again ignores the software load.  Then someone buys the
obviously-hot laptop.  They plug it in and power it up and scratch
their head about the password prompt.  (Unless the corporate luser
wrote the password down on the keyboard or whatever).  It then takes
them a little while to convince their friend who's "good with
computers" to crack the SAM and/or blow away the install with a new
OS.

  Certainly, a firmware-based solution like Computrace would be a hell
of a lot more reliable.  :)

Even if you could get cooperation from whatever level of ISP was required, the 
odds of the IP address remaining the same as what it was when the laptop was 
stolen are slim to none, and slim left town a long time ago.

As others have mentioned, a hardware-based "lojack" type of tracking is the 
best bet.

If it's a Del, they have a program to track stolen items. If you recall the 
service tag, you can report is as stolen so if anyone calls to get support, 
they get caught.

There are some websites where you can report a serial number as stolen. I'd 
call any pawn shop in the city

Also, why would the IP address stay the same as it was in your company?
Depending on where you log on you get a new one from DHCP or it needs to be
changed if it's fixed.

Can it be done...yes it is possible. Highly unlikely, very improbable. You 
won't be able to get the police to move fast enough and you need that to happen 
to get the ISP to give you the location. Imagine calling the San Francisco PD 
and trying to get to someone that understands what you are talking about and 
has the time to drop everything they are doing because the only shot you got is 
to contact the ISP right away.

And most ISP's are going to insist upon a warrant from the police, or a 
subpoena from you before they will divulge a users identity.

More of a proof of concept. Can it be done, kinda thing. From my research seems 
fairly involved and has a low chance of success. I could be wrong though. Check 
the logs, find the remote ISP, contact them and somehow get the location info, 
see if the police there aren’t busy, hope the location is not random.

Its really depends.

A visual traceroute can be very helpful or incredibly misleading.  You may
get the correct town, or you may not.  It depends heavily on the accuracy of
the information publicly available by the ISP, and how they have/are
managing their IP addresses.  The best bet is to determine the ISP and make
contact with them regarding a theft issue - if its a case of theft.

The ISP isn't going to just give you location information. You will require
local law enforcement involvement.

Unless some sort of wireless triangulation app is able to kick-off and
report back the data, you aren't going to get anything that is specific or
trustable.

Otherwise, you can take the IP and try to cross-reference it with other
logs/posts/whatever online, and see if you can find some correlation.  I
have managed to pull this off a few times in order to prompt a deeper
investigation by law enforcement. But this depends highly on the online
activities of the end-user.

More of a proof of concept. Can it be done, kinda thing. From my research seems 
fairly involved and has a low chance of success. I could be wrong though. Check 
the logs, find the remote ISP, contact them and somehow get the location info, 
see if the police there aren't busy, hope the location is not random.
