Thanks for those who had responded. We were able to get this resolved.

The systems, by the way, were iMacs with ATI chipsets. Microsoft tech support 
told us that the particular model in these units could only support extended 
displays, not mirrored displays. That didn't make a lot of sense to me, because 
it seems to me that extending a display is more complex than mirroring one. 
Anyhow, after we got off the phone with them, one of my techs figured how to 
get it working by disabling one of the displays.

display to the projector, it disables that display altogether and stops
sending a signal to the projector. It's either extended, or off
altogether.

Anyone ever see that?

Within the display properties have you checked the advanced tab which 
should load the chipset software?

Nvidia chipset?  What kind of video card?  What kind of machine?

You should be able to set a mirror in the video card software.
