More important is why the users even see the updates?  Are they running as
local admin's?  That is very bad, just gives them the ability to mess up the
machine, IMHO.

I have a few Vista Ultimate installs and Windows updater wants' to
install about 30 Language Packs!

I believe those are part of the Windows Ultimate Extras.
