 macOS testing on TravisCI is often backing up, so rather than adding it to
PRs I think it would be better to build a notification mechanism for
failures for the macOS testing that we do already have on

I'd like to add ci testing cleanup to the trello topics. It would be good
to simplify the scripts -- maybe use runtest for most things -- and add Mac
testing.
