On Windows, you can use this software, I think:

http://www.intel.com/support/processors/tools/frequencyid/

which is essentially the same method (getting the info from the cpuid 
instruction provided on x86).

It is a student's machine, running Windows XP.
I did check the system information to confirm that it is
really a Pentium M.  I will be happy to convey any suggested
diagnostics to the student.  (I have sent David's 
suggestion.)
