If this doesn't work or is too expensive, it may be a matter of coming up
with some old laptops to serve the same purpose, but I'd like to use PDAs.

The HP iPaq h5550/h (from 2003, running Windows CE 4.x/PocketPC 2003)
with internal 802.11b works fine with Ministumbler, although I prefer
Wififofum as it is an active project (also free) and presents more
information in a more easily useable display.  This iPaq model doesn't have
a built-in GPS, so you'll need to find an SD or CF based GPS (use the
optional CF sleeve for this iPaq series) if you want lat/long values.
Unfortunately this setup is still going to run over $200 (these iPaqs, were
about $500 new).
