I replied off-list but it might be relevant to others.

There is an organisation called the NZITF. http://nzitf.org.nz/

They run a mailing list. Its pretty secret squirrel - vouching required,
etc. If you care about cyber-security in NZ, and your job involves it, you
should potentially be on it. If you've regularly attended NZNOGs (and
actually talked to people) you can likely get vouched for.

Hi,

I don’t see it as operational, it’s a business thing. If we start having that 
sort of thing happen a lot it would be abused.

Talk to Police if it’s illegal. Also, try CERT. I dunno if they’ll care about 
phone fraud - maybe though if it’s widespread etc.
