[~marett], since namespace management is a repository level operation it 
doesn't make too much sense to have permissions for that granted elsewhere than 
the {{null}} path i.e. repository level. If that worked in Jackrabbit 2.x I 
would consider it a bug there. But it for sure makes sense to document this 
difference.
