Draft 3 is pretty much it. The XML version in the code depot is final. I just 
didn't get around to convert that XML into HTML and upload it. I've been 
traveling for the past 3 weeks and am having some svn issues. I'll be home 
Sunday (at last!).

OAuth Core 1.0 Revision A has been officially published today:

I am still waiting for the spec to get pushed to http://oauth.net/core/1.0a, 
which will be the official URI. We are still working on the licensing of the 
changes by Yahoo! and Google (the only two companies who made normative 
language changes to the spec). Both companies indicated they would sign the 
same agreement as for 1.0 but we just don’t have the paperwork in yet.
