Another name for the event could be Please Indicate Times Yecchy 
(PITY).

Depending on how late the decision is made at Mugs, we may have some 
negative times. Can your software handle minus 1 minute? 

I know, you already have that problem when cyclists do the course 
backwards.

Don't forget violations of Newton's Third Law of Motion. Any TT caught violating this
law should automatically have their handicap cut in half, except on Thursdays, unless
The Messiah shows up, and only if it's not raining, provided it is not a tie, in
which case the absolute score will take precedence.

Under the gospel according to Bidlake, founder of the british system
of time-trialling, all participants received a start sheet in the mail the
week before the event. The start sheet, under a cover headed 'private and
confidential', indicated not only the handicap to be awarded for that event
but also described in detail the exact location of the course, which is
identified in the calendar only by a code letter. Any rider failing to show
up at the appointed time was given a time penalty and anyone failing to show
up at all was expected to write a letter of apology to the timekeeper. While
all of this has absolutely nothing to do with the compution of handicaps for
OBC events, it just goes to show that bureaucracy in cycling has deep roots
and that these are not confind to Ottawa.

Re your IEEE suggestions (including the one directed at engineers)

They're great - they should work out just fine! I certainly think you
should do more of that slow riding - obviously, it stimulates the brain.

I have just a couple of questions.
1) Is it OK to combine two or more excusxxx er, handicaps, like maybe if
a rider is an engineer who wore a dress - only once - and had ridden
1200 km in new shorts the previous weekend?
2) Have you been working with more engineers lately than you usually do?
...than you usually can tolerate?

I fear that lawyers and good debaters or negotiators will have an advantage
here, so they must be negatively handicapped to start with.  Those who are
meek and non-confrontational should receive a several second handicap.

I would like to put forth conclusively that I am of the meek variety and if
you don't agree with that I will sue for those seconds and minutes.

Just to let you know, the age/gender handicapped results  from Sep06
will disappear from our site when I update the TT results next Thursday,
so if you want a copy, grab it before then.

Also, when rolling through the countryside this afternoon, and thinking
about Simpson's concerns about sore toes, busy work weeks and
individualized handicapping, I thought of this (I guess I should have
been riding faster):

Idiosyncratic Exceed Expectations Event (IEEE)

Riders receive an individual handicap based on past performances, but
afterwards (before knowing others' results) can appeal to a
knowledgeable panel of judges (say, those who show up at Mugs after the
event!) for an added "compassionate" handicap. Some sample grounds for
consideration:

There was a really big, really dead groundhog on the road and I ran over
it!

My foot was so sore that I had to do the whole event single legged.

I wore new shorts on my regular 1200km weekend ride and now I have
saddle sores and had to ride the whole TT standing up.

I crashed three times in the event.

I'm an engineer and I just couldn't get my mind off of work.

I'm a man, and I just don't have enough experience riding in a dress.

I know that you have no data on me, but do I really look as fast as THAT
guy?

I'm too tired to even tell you why.

I can't breathe well when I'm laughing.

At the moment the waiver doesn't cover for such errors and ommission, so
I'd appreciate it if you would allow us a year or two to have it modified.
This will of course require us to go the the OCA to ensure it complies
with its sanctioning rules. The OCA will need time to go to the CCA who will
review the general liability insurance policy as I'm sure they never
anticipated the possiblity of being sued over a handicapping system. (They
did cover the second coming of Christ though, just in case he shows up on
a Thursday night.) The CCA must consult not only with the UCI who will want
to know if the TT adds seconds to paticipants riding on non-diamond shaped
frames or who have high red blood cell counts, but also the insurance broker,
who in turn will communicate with the insurance underwriter. The latter
will be forced to compile new actuarial tables. The underwriter is
affiliated with Lloyds of London. Now as you know, Lloyds of London is not
a corporation but a collection of Englsih old boys known as "names" or some
such archaic term from Shakespeare's time. They too will have to consult
each other from the depths of the Empire and take a vote. God knows what they
do if there's a tie. Any changes filtering back through the layers (or is
that lawyers?) will then have to go back to the OBC Board, then to the
annual meeting of members followed by two pages of explanations in the
Spokesperson. If everything goes smoothly, none of the members of the Board
will suffer public execution.

I have questions too.
