Re the fence along the railway line,
I believe it is PRASA property (or railways /Metro Rail use etc) and they are 
not likely to respond to our needs anytime soon... but what if some were to  
simply ‘informally’ fix it section by section (starting with the worst pieces) 
with some minor additional supports and tensile cable where required anchored 
appropriately and then as each section is made more secure, attach “flat wrap” 
barbed wire coil across the existing fence, where holes are, starting with the 
lower levels and then adding the appropriate height to make it secure. 
This should be relatively inexpensive if upgraded section by section without 
causing any problems. 
As each section is done, the unwanted creepers could be limited or trimmed off 
so the point raise by Stephen is taken  appropriately into account.

A few people issued with good gloves, pliers, a sledge hammer a few fence posts 
and rolls of strong wire can quickly ensure it gets repaired in no time. 
First by making the existing stable..in sections, then add flat wrap where 
needed and that should work as an interim measure to the worst parts until one 
day, a new fence can be done from scratch.. if PRASA or the equivalent 
eventually gets their act together. depending on advice received, Obs sends 
them the bill in the interim for essential work done?
We need to live long enough to see it happen and protect our children and 
animals plus stop the criminals in the short term.

Hi Everyone,  I did not attend last night s meeting.  On the agenda was the 
railway fence.  In this regard I wish to say that vegetation should not be 
grown up the fence as a solution.  I regularly use the Wrensch Road subway and 
I need visibility of the other side before entering the subway.  Vegetation on 
the fence would obscure my visibility placing me at risk because I would not 
know who I would be passing in the middle of the tunnel.   Furthermore, the 
vegetation would make yet another hiding place for criminals.   Also, the 
Police, OBSID Patrols, etc would not be able to see what is happening on the 
other side of the railway line if there was vegetation on the fence.  We need

Maybe everyone knows, but I cant find the details about the “woodstock CPF 
election meeting”?
A time and venue would help plus some kind of agenda about duration etc?

My understanding is that if a noise is disturbing you inside your home, you 
have grounds for complaint.
Henk is the expert on noise issues in Obs, having battled the difficulty of 
being affected by unreasonable loud neighbours for many years.

It is not easy to curtail completely but careful action does help!
He can be contacted via OCA.

It is true that on calling 'the noise police', there is a first warning they 
issue and then if it occurs again, a fine procedure is imposed as stated by 
James.
The struggle is that people are reluctant to call authorities and then fail 
to record the trail of abuse so when it comes to a formal hearing on an 
issue by authorities, there tends to be a lack of evidence, so the abuse 
continues.
There needs to be some support available so people do actually take action 
and set the protocol clear, that neighbours cant simply do what ever they 
like!
People have to limit their noise and sound proof their venues if they make 
noise.
Private parties can be very inconsiderate since they do not have a licence 
to protect and on hot nights keep all their windows and doors open. Party 
goers also tend to arrive and leave with loud music in their cars.


I know someone who resorted to heavy hosepipe spray into the windows of a 
next door house after midnight and at some of these noise polluting cars 
with open windows, in a desperate attempt to get them to grasp that not only 
sound travels across and over the boundary, but this may not be encouraged 
at this time of water restrictions! (Legal advice is also worth being 
consulted before reacting with this level of frustration!)


There needs to be a good code that when people plan a special event they 
should notify neighbours and even then the level of noise and the duration 
should be limited.
