The code for reading xbm files we are using is part of Qt. So any program using
Qt to read images will have this problem. Please report the bug upstream at
https://bugreports.qt.io/

The bug is in poppler the library we use for pdf rendering, please report a bug
in https://bugs.freedesktop.org/ and attach the buggy pdf file.

it regularly to mark up PDF documents. It's only shortcoming for me is the
inability to add my own Annotation Stamps.

Adobe Acrobat Reader DC has this capability (but it has its own
shortcomings that make it cumbersome to use, e.g. creating an in-line text
note which I use frequently). You can create a "stamp" with Word, Save it
as a PDF file and import it into the program. It's easy and I certainly
wish Okular had this capability.

Second this,. A "Typewriter Tool" equivalent (for an explanation in case it's
necessary:

is something I sorely need to cut ties with the likes of Acrobat.
