This behavior also occurs when scrolling a document while the mouse cursor is
over the scrollbar (both horizontal and vertical). Tested on pdf files, text
files and images.

Recent files menu is disabled.

It's definitely a bug. If the list of recent files is empty and you open a
file, the recent files menu will be enabled, even if it contains only one file.
But if you close that file and open it again, the recent files menu will be
disabled. I also see the same behavior in KWrite.

To be honest, some of the UX decisions in KDE make me stumped.

Currently, scrolling the document using touchpad or mouse wheel is quite slow
