After a bit of searching I found out you have to hold the button down for a while and the menu comes up eventually. I think it would be nice if either the rectangle or text selection tool was already selected, then the menu would come up immediately, but I guess that's a qt issue rather than okular. This way, you can select a text tool, and selecting it more times without the need to open the dropdown again.
