After rust proofing, I sprayed the open space with permanent spray mount and 
cut 
to size a rolled bubble insulation I found at the local home improvement store. 
I used the same glue to mount a vinyl fabric cover to the headliner before 
putting it in place to make it a little nicer and easier to keep clean.

I'm not sure what goes there originally but I put some thin insulation in there 
underneath the headliner (same stuff I put in the doors) for heat and noise 
reduction.  It has to be something light weight or it will cause the cardboard 
liner to droop.

PB Blaster, Panther Piss, and best if you can find it is real wintergreen oil.. 
spray a couple a times a day for 2 or 3 days.. tap lightly with a hammer.. get 
it loose and moving .. install a new spring n ya got it made

I start by soaking the area with penetrating oil; your choice. Then start by
tapping the butterfly shaft on either end. Tap, tap; work it back and forth.
When you have movement there, you can start trying to rotate the butterfly
carefully. Open, close; open, close. Then you get a new bimetallic spring;
exhaust manifold heat control spring. I've brought several back that way
