I believe two small bolts and two corresponding nuts on each plate followed by 
a wrench would work well!  :)  It's Friday!

I don't what the procedure is in California, but in Michigan you just need
to have the person that registered them call the Secretary of State and ask
for them to be removed from the vehicle.

Hi Jim, a little bit of humor is good, minor bandwidth taken.  I  actually 
got the answer,  tho out of context, that I apparently asked for -  have a 
good Friday.
 
I can only hope the bureaucracy here would be as easy as you folks have it  
in Michigan on this matter !!   :) but I won't hold my  breath.
