Job Description:
The New York City Department of Education/Division of School Support and 
Specialized 
Instruction is seeking to fill a hybrid position identified as a Data 
Analyst/Data 
Modeler/Test Analyst for the Special Education Student Information System 
(SESIS). 
The consultant is responsible for undertaking complex data analysis, creating 
data models and support complex data mapping efforts between disparate systems 
in order to improve overall effectiveness of the SESIS project. The incumbent 
utilizes the results of SESIS data analysis to prioritize and test various 
functionalities and make informed decisions about prioritizing and correcting 
system defects and recommended system enhancements. This is an exciting 
opportunity 
for someone who wants to leverage his or her diverse skill set to develop and 
continuously improve a system that supports the nation’s largest school 
district.
The consultant partners with end users/client personnel to translate business 
needs into a data model that will be the basis for a solution that closely 
aligns with the business requirements. The consultant must be skilled in the 
repetitive process of refining data into precise data models which specify 
entities, attributes and relationships between data from multiple sources. 
He/she interacts with end users/client personnel via non-technical language 
to validate the data model using the user's frame of reference. He/she also 
interacts with the programmers to understand their data processing needs and 
assist them with the design of data transformation, data extract, data views 
and Stored procedures.
He/she collaborates closely with the SESIS Tier 2 Support apparatus to ensure 
the validity of documented requirements, scripts and leads User Acceptance 
Testing Activities.
The following are areas of responsibility for the Data Analyst/Data 
Modeler/Test 
Analyst. >From time to time these responsibilities may vary and additional 
responsibilities may be added at the discretion of the project sponsor.
Strategic Planning
Performing as a member of an Agile development team, this position is 
responsible 
for developing and continually refining data analytics, data models and test 
strategies, plans, processes, and standards, covering functional and 
non-functional 
areas of the application.
Given this, the Data Analyst/Data Modeler/Test Analyst will:
Perform complex analysis of data emanating from the SESIS application.
Establish and maintain traceability between data points emanating from the 
field, test cases and requirements/design documents.
Provide expert knowledge of data normalization processes to team members.
Provide technical consultation to team members grounded in the understanding 
of MS SQL/Server capabilities, shortcoming and applicability.
Lead data mapping efforts between SESIS and other existing data sources.
Generate test data.
Elicit subject matter expert expectations on the behavior of the system.
Review the requirements and designs and ensure their correctness, accuracy, 
clarity and completeness by actively engaging Subject Matter Experts, Business 
Analysts, and Developers
Create and maintain configuration notes for the testing environments.
Receive input from supervisors and appropriately and accurately apply 
comments/feedback.
Prioritize system defect fixes and enhancements.
.Raise and monitor requirements’ ambiguities.
Assist business analysts to clarify requirements’ ambiguities.
Document and implement test strategies, plans, processes and standards.
Verify the system’s conformance to defined user stories, functional 
requirements.
Define the scope and schedule of User Acceptance test phases.
Identify and confirm participants.
Perform non-functional testing resulting in usability data
Reserve resources for conducting the sessions. Schedule sessions.
Prepare material for and lead user acceptance test sessions.
Investigate test outcome and raise requirements’ ambiguities and defects using 
established processes.
Utilize Microsoft Project and Microsoft Sharepoint for documenting all 
outcomes, 
for reporting progress to management, and for collaborating with team members.
Utilize HPQC for raising and prioritizing defects.
Utilize Microsoft Project and Microsoft Sharepoint for documenting all

Defect Management
The position will follow and enforce the currently established defect 
management 
processes using a collaborative defect tracking tool (HPQC). On a day-to-day 
basis the incumbent will identify, report, and prioritize defects, working 
with the Business Analysts, and coordinate with Developers to locate and assist 
in identifying and resolving software defects.
Process Improvements
The consultant is expected to provide advice to the Project Manager on how 
processes and procedures may be improved to promote excellence in quality 
assurance 
and control.
Minimum Requirements:
A baccalaureate degree from an accredited college and four (4) years of 
full-time 
paid experience in the fields of operations management, public administration, 
education administration, business administration, computer science, 
mathematics, 
statistics or a related field, eighteen (18) months of which must have been 
in a managerial capacity; or
A satisfactory combination of education and experience.
Preferred:
A master's degree from an accredited university in operations management, 
public 
administration, education administration, business administration, computer 
science, mathematics, statistics or a related field.
Experience in performing data analytics, data modeling and testing activities 
in a large data project.
Familiarity with special education support functions at the NYC Department 
of Education.
Demonstrated experience in building service-oriented relationships and 
providing 
successful consultative support
