Hi I have figured out what was causing the problem, I backed up my Bookmark Toolbar to a file and then proceeded to delete the my existing Bookmark Toolbar folders. When I completed this I found a Bookmark Folder present so I deleted it and then restored my backup. My Toolbar's appeared instantly.
