The plugin install still fails on "error: GPG command not found", so I searched for executables looking like GPG, and I found /usr/bin/gpg2 which I made a symlink to, but it still fails the same way Somebody on this list already mentioned he/she got stuck there. "touching" /etc/issue at least suppresses the corresponding error message.
