First, configure SNMP read-only access with a communit of your choice. This 
should be a good start for your cisco 2950

If you're done, test SNMP from your OpenNMS machine with 

snmpwalk -v 2c -c your-readonly-community your-cisco-ip

Add the Community to OpenNMS

Admin -- Configure SNMP Community Names by IP

Fill out the form, at minimum First IP Adress and Community String. Go to 
Admin -- Add Interface and put in the cisco ip address.

Wait a few minutes and hopefully you'll a monitored Cisco device.
