Logged after fixing to remember issue.

Linux systems use uudecode from GNU sharutils und moved it from the core
OS into a package. Some vendors have made this package optional. It is
known that redhat9 and suse9 have sharutils omitted by default.

OpenPKG has used uudecode for bootstrapping in the past.
This requirement was removed with openpkg-20031019, see
http://cvs.openpkg.org/chngview?cn=13071

However, the bootstrap also had a check for uudecode
presence which was not removed until openpkg-20031129, see
http://cvs.openpkg.org/chngview?cn=13576

Workaround is to install sharutils.

Solution is to use openpkg-20031129 or later.

WARNING: the solution is incomplete as it has known side effects when
packages previously required uudecode now fail until they are modified
to work without or explicitly require sharutils. It is known that
ncurses-5.3.20031129-20031130 and all earlier versions inherit this
problem.
