Currently, this is supervised with a dependency on OPENSAF_REBOOT_TIMEOUT, which could be set very high. This should be 1 or 2 seconds at most, when we can calling opensaf_reboot() during a split network partition event. The new active SC is relying on the old active to shutdown promptly, to avoid duplicate assignments.
