Reboot must happen more quickly during a split network partition event. 
Currently, this is supervised with a dependency on OPENSAF_REBOOT_TIMEOUT, 
which could be set very high. This should be 1 or 2 seconds at most, when we 
can calling opensaf_reboot() during a split network partition event. The new 
active SC is relying on the old active to shutdown promptly, to avoid duplicate 
assignments. Otherwise, we may see issues if the network is merged while the 
old SC is still shutting down.

In rded,  takeover request is not immediately sent to the main thread because 
MDS topology messages may not have been processed yet. This is only important 
if the SC is chosen from the largest partition during a split network event. If 
[#2995] is enabled, then we can skip this delay.

osaf: update etcd v2 plugin [#3003]

'etcdctl watch' will return if connection to the etcd server is lost.
If that occurs, send a 'fake' takeover request to rded so rded
will reboot the node. This is in alignment with the etcd v3 plugin.
