Dynamically added EEs are not being added to the PLM entity group on the 
standby clmd. This has the effect that when a controller switch-over occurs, if 
any EE/node that was added while this clmd was standby, if the new EE reboots 
now, clmd will never get the PLM readiness callback, and will not allow the 
node back into the cluster.
