I've been facing the same issue.
I've got a new profile, I did sign up for developers Sandbox.
I tried to add my first app to my profile and it didn't work.
I put the URL of the app, pushed the ADD button and reloaded the page,
but the app wasn't listed.
Can you help me?

can you see the xml file if you access it directly from your browser?
did you check that all the required params are present?
