Yes, but you need the full key not just the public key. Puttygen part of the putty ssh suite has the ability to import/export OpenSSL keys as well as some other formats, and tortoiseHG probably uses the putty key format if you are using that/want to ssh auth from windows. I think it was actually some error in how I'd constructed the key I was using.
