I'm pretty sure the DTLS/SCTP works currently only on recent Linux stacks, FreeBSD 9, FreeBSD 8.3 (when released) and Mac OS X with an additional NKE. I really doubt, that VMS supports that required SCTP features, even if it supports SCTP. So OPENSSL_NO_SCTP should be defined on VMS.
