Import CRL to Netscape Communicator

I have generated a crl and converted it to DER format by the following 
commands:
     openssl ca -gencrl -crldays 30 -out crl.pem
  openssl crl -in crl.pem -outform DER -out crl.der

Then, I tried to import the crl to the Netscape Communicator through my web 
page. Following is part of my html source code:

<td NOSAVE>
<center><a href="crl.der">TESTCA's CRL</a>
<br>&nbsp;

However, this didn't work.

I don't know whether this is the right way to generate and import crl or not.  
Can anyone help me?
