Is the openssl FIPS 2.0 module out already?

openssl-fips-1.2.3.tar.gz
 can be used only
with 0.9.8x versions, right?

Correct, there are too many differences in the FIPS module API, between
the 0.9.8 compatible 1.2.x module and the new 1.0.1 compatible 2.0 module.
