I think it's a good idea. The software allows already to insert a short 
text blurb on

People don't usually read but I think it's better to put something 
there than nothing :) What would you write there?

This is great work.  It might be better though to put the moderator rules
on the ask.openstack.org site itself rather than the wiki so that you can
link to it in the header without leaving the 'ask' site.  Stackoverflow
uses the 'faq' as the link in the header for this type of information:
