paste.openstack.org?
neutron.conf seems to be correct: l3 plugin is present, so router extension
should be supported.
In first several hundreds of lines should contain loading of router
extension and why it was or was not loaded.

It's a typo in my email. But then, I have the issue while adding floating IPs.

When I issue the below command,

root@havana:~# neutron floatingip-create net1
404 Not Found

The resource could not be found.

I get this error in neutron server logs
