How did you create the external network? When you create it you have to provide the physical network that corresponds to the mapping to br-ex that you have in bridge_mappings in /etc/neutron/plugins/ml2/ml2_conf.ini (or wherever packstack sets up the config file for the plugin). I have done this many times with Ocata and it worked 95% of the time. Ntp is known there is an option to turn it off. I do not have it handy now though:( Let me know I could share the packstack file.
